Get an incident's measured impact

Computed in code from Observer’s own records, never by AI: the impact window from dwell-gated status changes, the affected services, checks and customers (blast radius), SLO error-budget burn inside the window, changes recorded around it (timing only, never a cause), and which agents and outside-in locations observed it, with data coverage. Read-only. This is the same evidence the AI drafts are grounded in and the signed evidence export carries.
